On 8 May 2026, the government announced sweeping changes to the Executive Condo scheme — longer MOP, no more Deferred Payment Scheme, and tighter first-timer rules. But here’s the thing: these changes only apply to new EC sites tendered from that date onwards. Coastal Cabana launched before that deadline, which means buyers here are still protected under the original, more favourable rules.

National Development Minister Chee Hong Tat announced three major changes to the EC scheme, effective for all GLS EC sites with tenders closing from 8 May 2026. Coastal Cabana, already launched, is fully grandfathered under the old rules. This makes it one of Singapore’s last remaining EC opportunities with the 5-year MOP and Deferred Payment Scheme still intact.

Under the old rules, you can sell to Singaporeans and PRs after just 5 years — and open market after 10. New EC buyers from May 2026 will have to wait 10 years before they can sell at all. That’s a significant head start in asset flexibility.
Over 75% of Coastal Cabana buyers chose the Deferred Payment Scheme — paying just 20% upfront and deferring the rest until TOP. This scheme is now removed for all future EC sites. If you are still holding an HDB loan, this flexibility could be the difference that makes Coastal Cabana work for you.
With the tougher rules now in effect for future ECs, buyers who want the old scheme have only a handful of already-launched projects to choose from. Coastal Cabana — Singapore’s only seafront EC — is one of them. Expect renewed interest in remaining units as buyers rush to beat the new regime.
